Referring to a similar case posted on Amazon forum , this happens when the device has low storage. First, check the device's storage. Next, remove corrupted download ,. It sounds like it might have been a corrupt download. Please try long pressing on the icon and "Remove from Device" then do another hard restart. But this time, please hold the power button down for 40 seconds regardless of when the screen goes black.
Then try to redownload the application. If it doesn't work, then try to free up some space ,. I had the same issue with my daughter's fire and I think it is related to storage.
It's almost as if the app doesn't have enough room to download so it fails, but it never provides a message that there is a storage problem. One of the previous suggestions was to select "Remove from Device" and do a hard restart, but that is not an option only "Remove from Carousel" which leads me to believe that it does not fully download.
A hard restart also did nothing to help. I removed the app from the carousel, then removed a bunch of apps, and restarted. The problem was resolved. Now whenever her Fire starts acting glitchy I reduce her apps and make sure she has plenty of storage. Or alternate method to clear FreeTime's apps data. There is also an option in FreeTime to add content that isn't in the curated library and I've used this to whitelist Township on all my kids profiles.
I've also tried removing Township from the allowed list, restarting then adding it back but it still won't load. Originally Posted by cdosr. It's possible that the profile you created has such restrictions but they are under your control and per "kid profile".

The best approach to doing that is to move the apps you want to install in your child's Amazon FreeTime profile back to be installed on your device's local storage. After that, then opt to install those applications to your child's FreeTime profile. After those applications have successfully been installed in your child's profile, you can safely move the apps or games back to being stored on the SD card. Because the Amazon FreeTime interface for your child is accessed through an app on the Kindle Fire tablet, you can always access the regular tablet interface for an adult experience.
This is a heartbreaker for a lot of people, but Amazon does not allow users to load personal movies to their child's Amazon FreeTime profile. With older versions of Amazon FreeTime there was a workaround where you could load personal movies to the camera gallery and kids could access them from there, but in newer versions of FreeTime, Amazon has removed the app that made that possible.
While kids don't have the ability to purchase anything in the Amazon FreeTime interface, they can install anything they want -- which can eat up hard drive space quickly.
