When using this method, you must specify the mods in the command line, not the configuration file. When using this, you must NOT have installed mods via the workshop browser. If you have, uninstall them first. To achieve auto updates using the workshop browser, you can setup a scheduled task , choosing the workshop update option from the task drop-down menu.
You'll see a button in your control panel and then click the New button. If you have an existing command line you can click on this and edit the command line.
It must be set as shown above. If using a map mod, select the map drop down and choose the Any Workshop Map Mod , then in the box that shows, add the map mod ID.
Otherwise the files will not be downloaded.
